With reference to my Secret despatch of
10th March, 1927, I have the honour to enclose for your
information copy of an extract from the Hong Kong Daily
Press of 20th April, concerning the arrival of certain
Russian delegates to the Pan-Pacific Conference of Trade
Unions in Canton on the 14th April.

The visit of this delegation could hardly
have been worse-timed seeing that the anti-communist coup
d'etat in Canton was launched early the following morning
(15th April). The exact fate of the delegates is not known
to me at present, but it seems certain that the new regime
at Canton will not permit the Congress to be held.

it is understood that the delegations from
Japan and Australia to Canton were prevented from sailing
by their respective governments.
4.
A press report from Canton, dated 21st
April says:- "An English, French and American delegate
reached Canton today to attend the Congress of the Third
Internationale”. I do not know their names.
